Accountant (Project Pay Scale PPS-06)
About the Role
Ministry of Planning, Development & Special Initiatives invites applications for the contract position of Accountant (PPS-06) under the PSDP monitoring project. The position manages federal cash books, ledger reconciliations with AGPR, project expenditure audits, and budgetary utilization reports.
Key Responsibilities
- Maintain project cash books, bank ledgers, payment vouchers, and monthly financial accounts under federal PSDP guidelines.
- Execute monthly reconciliation of project accounts and release expenditures with the Accountant General Pakistan Revenues (AGPR).
- Process contractor bills, consultant fee payments, and staff payroll in compliance with Public Procurement Regulatory Authority (PPRA) rules.
- Prepare periodic financial monitoring reports (FMR), expenditure statements, and budget revised estimates for the Planning Commission.
- Facilitate federal audit teams (Director General Audit) during annual external audit inspections and prepare compliance replies.
Qualifications & Skills
Basic Requirements
- MBA in Finance, M.Com, CA-Inter, or ACCA Foundation from an HEC-recognized university/institution.
- Minimum 1 year of hands-on experience in cash book maintenance, project accounting, or AGPR account reconciliation.
- Maximum age limit of 45 years as of the closing date.
- High computer literacy with strong command of MS Excel, accounting software, and computerized bookkeeping.
- Sound knowledge of federal government financial rules, Treasury Rules, and accounting procedures.
Preferred Qualifications
- Prior working experience in a federally funded PSDP development project or autonomous public sector organization.
- Hands-on familiarity with the SAP ERP (PIFRA) system utilized in government accounting.
