Assistant Manager – Procurement (PPRA & EPADS)
About the Role
The Pakistan Cricket Board (PCB) is seeking an experienced Assistant Manager – Procurement at its Headquarters in Gaddafi Stadium, Lahore. The incumbent will manage public procurement tenders, vendor contracting, stadium operational procurement, and ensure strict compliance with federal PPRA and EPADS rules.
Key Responsibilities
- Execute transparent public procurement of goods, sports infrastructure equipment, and event services under PPRA Rules.
- Administer electronic bidding, tender uploads, and supplier evaluations on the E-Pak Acquisition and Disposal System (EPADS).
- Draft, review, and finalize standard bidding documents (SBDs), technical specifications, expressions of interest (EOIs), and commercial contracts.
- Collaborate with internal departments (Cricket Operations, Logistics, Media, Infrastructure) to formulate annual procurement plans.
- Coordinate with internal and external audit bodies to substantiate transparent procurement documentation and compliance.
Qualifications & Skills
Basic Requirements
- Bachelor's or Master's degree in Business Administration, Supply Chain Management, Procurement, or relevant field.
- Minimum 5 years of professional experience in public sector procurement or contract administration.
- At least 2 years of direct experience conducting tenders on the federal PPRA portal and e-Procurement system (EPADS).
- Sound knowledge of commercial contract law, vendor dispute resolution, and public sector audit scrutiny.
- Strong negotiation, commercial analytical, and formal business writing capabilities.
Preferred Qualifications
- Certified Supply Chain Professional (CSCP) or CIPS (Chartered Institute of Procurement & Supply) qualification.
- Experience handling sports event management, hospitality, or stadium infrastructure procurement.
