Climate Policy & Planning Specialist
About the Role
The Planning & Development Department (P&DD), Government of Sindh invites applications for the Climate & Equity Development (C&ED) Project in Karachi. The Specialist leads provincial climate change integration, public sector development program (PSDP/ADP) screening, and donor project alignment.
Key Responsibilities
- Formulate provincial climate adaptation and equity frameworks, integrating resilience into the Annual Development Program (ADP).
- Screen public investment proposals (PC-I and PC-II) for climate vulnerability, environmental sustainability, and gender equity.
- Coordinate with international development partners (World Bank, ADB, Green Climate Fund) regarding climate financing mechanisms.
- Monitor the implementation and evaluation of donor-funded climate resilience and flood rehabilitation schemes.
- Provide high-level policy briefs to the Chief Minister's secretariat, Planning Board, and administrative departments.
- Conduct stakeholder capacity-building workshops on carbon accounting, climate risk assessments, and environmental standards.
Qualifications & Skills
Basic Requirements
- Master's degree (16/18 years education) in Environmental Sciences, Public Policy, Economics, Climate Change, or Sustainable Development.
- Minimum 8–10 years of professional experience in climate policy, public sector development planning, or international development projects.
- Deep understanding of Pakistan's National Climate Change Policy, Sindh Climate Change Policy, and UNFCCC frameworks.
- Strong expertise in public project appraisal, PC-I preparation, and socio-economic impact assessment.
- Sindh Domicile required as per provincial government employment rules.
Preferred Qualifications
- Direct project experience with multilateral donors (World Bank, UNDP, ADB).
- Published research in climate change adaptation or disaster risk reduction.
