Procurement Specialist (World Bank Project)
About the Role
Punjab Rural Municipal Services Company (PRMSC), Government of the Punjab is hiring a Procurement Specialist for the World Bank funded Punjab Rural Sustainable Water Supply and Sanitation Project (PRSWSSP). The specialist administers international bidding, civil works contracts, and STEP tracking.
Key Responsibilities
- Manage procurement activities for civil works, goods, and consulting services under World Bank Procurement Regulations and Punjab PPRA Rules.
- Prepare Project Procurement Strategies for Development (PPSD), annual procurement plans, and update the World Bank STEP portal.
- Draft Request for Bids (RFB), Request for Proposals (RFP), and Bidding Documents for rural water supply and wastewater treatment schemes.
- Facilitate technical and financial evaluation committees, preparing detailed evaluation reports and obtaining donor 'No Objection'.
- Manage contract administration, contractor securities, variation orders, and milestone payment certifications.
- Handle procurement audits, donor post-reviews, and ensure complete transparency and zero non-compliance.
Qualifications & Skills
Basic Requirements
- Master's Degree (16 years education) in Civil Engineering, Construction Management, Supply Chain Management, Law, or Economics.
- Minimum 8–10 years of professional procurement experience, with at least 4–5 years managing World Bank, ADB, or foreign-aided project procurements.
- In-depth command of World Bank Procurement Regulations for IPF Borrowers and STEP procurement management software.
- Thorough knowledge of FIDIC civil works conditions of contract and Punjab PPRA Rules.
- Superior analytical writing, negotiation, and contract drafting capabilities in English.
Preferred Qualifications
- Certification in public procurement (PPRA Certified Procurement Professional or MCIPS).
- Prior experience in water supply, municipal sanitation, or rural infrastructure projects in Punjab.
