Technical Officer - Climate Change (PSDP Project)
About the Role
The Ministry of Climate Change & Environmental Coordination, Government of Pakistan is recruiting a Technical Officer for its PSDP project 'Strengthening Technical Capacities' in Islamabad. The officer supports greenhouse gas inventories, national climate adaptation frameworks, and international environmental treaty reporting.
Key Responsibilities
- Provide technical inputs for national climate change policies, National Adaptation Plans (NAP), and Nationally Determined Contributions (NDCs).
- Support data collection, emissions quantification, and greenhouse gas (GHG) reporting under UNFCCC reporting guidelines.
- Review development project PC-Is from federal ministries for climate resilience and environmental sustainability compliance.
- Liaise with provincial environmental protection agencies (EPAs) and international climate funds (GCF, GEF, Adaptation Fund).
- Organize consultative national workshops, technical webinars, and multi-stakeholder climate policy dialogues.
- Draft policy briefs, project progress reports, and speeches for international climate summits (COP).
Qualifications & Skills
Basic Requirements
- Master's or Bachelor's (16 years education) in Environmental Sciences, Climate Change, Environmental Engineering, or Public Policy.
- 3–5 years of professional experience in climate research, environmental governance, or multilateral development project coordination.
- Familiarity with IPCC guidelines for national greenhouse gas inventories and UNFCCC mechanisms.
- Outstanding policy writing, analytical synthesis, and public presentation skills in English.
- Citizenship of Pakistan meeting federal government contractual service criteria.
Preferred Qualifications
- Experience with carbon accounting software or climate scenario modeling tools.
- Prior exposure to donor-assisted environmental projects in Pakistan.
