Key Responsibilities
- Oversee the gap assessment report, including GIS maps, produced through the selected firm as per the approved Terms of Reference.
- Ensure that the National Fiberization policy, through the firm, includes the measures required to improve the affordability of telecom services and generate demand from the operator and customer point of view.
- Engage with IFIs and national institutions for feasibility studies, project conception and execution related to fiberization and digital infrastructure development in line with the Digital Nation Pakistan Vision.
- Provide essential support, monitor and oversee the performance of the firm or firms to ensure the successful implementation and delivery of the overall DEEP project, offering guidance, tracking progress and ensuring adherence to the project's objectives and standards.
- Engage with stakeholders to understand their requirements, align with industry standards and ensure compliance, and report regularly to MoITT and the DEEP PMU to maintain transparency and accountability.
- Ensure that the Terms of Reference developed provide clear, actionable and measurable deliverables for the firm or firms and align with the overall project objectives and international standards.
Qualifications & Skills
Basic Requirements
- Minimum 16 years of education from a reputable, HEC-recognized or internationally recognized university in Electrical, Computer, Electronics, Telecom or Information Technology, or a relevant field.
- Minimum 18 years of total professional work experience, including national or international level experience in project execution, project communication, coordination formulation, analysis and stakeholder engagements, preferably in the Telecom, ICT or Digital sector.
- Oversee the selected firm in creating a detailed roadmap, as per the World Bank approved Terms of Reference, by developing the national fiberization policy and operational plan and strategy with actionable milestones and resource allocation, based on multiple feasibility workstreams.
- Support knowledge exchange, technical cooperation, benchmarking exercises and the adoption of international best practices based on various signed MoUs.
